FDA approves two new cigarettes

The U.S. Food and Drug Administration said on Tuesday it will allow two new cigarettes from Lorillard Inc onto the market, adding that while they are not safe, they are no worse than products already being sold.

Hmmm, if they are no worse than what's already out there, then what is better? If there is in fact the possibility of a worse cigarette, then wouldn't that mean that there would also have to be the possibility of a better cigarette?

The FDA also rejected four others. I'm assuming that the other four did not meet their "benchmark" for acceptability, whatever that is.
