FDA on warnings and modified risk products

The US Food and Drug Administration’s Center for Tobacco Products (CTP) will tomorrow reveal its health warnings for cigarette packs and advertisements.


Why do I get the feeling that the FDA has no intentions of differentiating between modified risk products and high risk products? All cigarettes are the same, right? Maybe I should just start smoking non-filters then (I'm not going to do that)....well, because a non-filter carries the same risk as an ultra light with a reduced risk filter...right? Will the same grotesque pictures be applied equally to all tobacco products, even if scientific research suggests otherwise?
